According to Joy Phillips this picture shows Nell Brandt (nee Clarke) and Fred Harris.
Nell is the daughter of Rosa Boucher and Fred the son of Elizabeth Boucher. This makes them cousins.
However, based on other pictures I would expect there to be a greater age difference than the picture suggests.
