Acts of 1597 and 1601 ordered the annual appointment of overseers of
the poor, who were answerable to the parish vesry and to the local Justices
of the Peace. They were allowed to raise revenue from local rates
to provide for the poor.
There is an index to Poor Law Documents relating to Northmaptonshire

Drawing on biblical principles tithes were introduced in England from
the 8th Century.
Great Tithes were of corn and hay, small tithes of livestock, wool
& non-cereal crops.
After the Reformation about one third of all tithes were in the hands
of lay people.
Originally tithes were paid in kind but by the early modern period
farmer paid a fixed modus - the value of the tithe in money.
Between 1757 and 1835 many tithes were gradually ended by the handing
over of a portion of the land to tithe owner. From 1836 most of the remainder
were converted to rents.
The Ashley Tithe book contains a variety of records in its pages, many
out of sequence, and on separate pieces of paper.
Apart from the first example only the entries for Staffords (mainly
Francis) are included.
A yard of land does not appear to have been a standard measure. One book suggests that in Northamptonshire it varied between 14 and 80 acres. A quartern is simply a quarter of a yard.

1801 Land Tax for Northamptonshire
Land tax was imposed in 1693 in England and Wales. Initially there was
a national poundage rate on personal and real property however in 1698
this was replaced by a system of quotas at County, Hundred, Parish or Township
leve.

Note : On the basis of current information I am not able to identify
Thomas and William with any certainty.
The main candidates are:
William (192-B) bapt Ashley 8 May 1720 - but he probably died 1770
William (19-G) bapt Medbourne 1763 - no other evidence for him.
There is no William in the burial register for Ashley after 1801
until
Thomas (192-FB) bapt Ashley 1755 - in Medbourne for a while, buried
in Ashley 1835
Thomas (192-HD) bapt Ashley 1763 - in Ashley and buried in Ashley
