The notice of the death of Leonard's son Jack refers to Leonards time as a Rifle Volunteer:
Before the war Corporal Phillips had served four years in the same company of Territorial to which his father had previously belonged, and rejoined immediately on the outbreak of war. He has a brother in Egypt, and another, Frank, has been in the trenches, but has been discharged because he is only 16 years of age. Mr. L. Phillips, the father, was 34 years in the Volunteers and Territorials, and received the King George's Coronation Medal at Towyn Camp in 1911.

This implies that Jack had left the Territorials when war broke out in 1914. Therefure he must have joined before 1910. He would have been under 20 at the time.  It also implies that Leonard had left before Jack joined. If that is so Leonard joined before 1876.

The King George's Coronation Medal was awarded to celebrate the Coronation of King George V in 1911.
It was awarded to 15,901 people for participation in the coronation or in community service. The latter criteria was determined by the local authority.
